Summary

Implemented buttons behavior for error screen.
For now, the "try again" button logs out and goes back to login UI, this will be more automated later.

Depends on D14944, D14925

Test Plan

Verified that the "Try again" button resets restoration state. UI goes back to LoggedOutModal.
Verified that the "Ignore" button skips restoration and app UI is shown
