ENG-11068.

Replaced all local_ref with alias_ref for JNI arg types of Java static methods. This is a workaround for a fbjni bug described here, to avoid crashes when called Java function throws an exception.

Tested on AESCrypto methods. After this change, these no longer crash with JNI GetObjectRefType called with.... To fully succeed though, it requires RN 80 (without it, the crash happens later inside throw assembly code).
