Summary

Downstream dependencies have issues surfaced by yarn audit

Went through the releases page: https://github.com/react-navigation/react-navigation/releases and looked specifically at @react-navigation/native releases between 5.8.9 (what we used to have) and 5.9.8 (what we're moving to in this diff) and there didn't seem to be any breaking changes... just bug fixes.

Figured going up a major version would be more involved, so stuck to 5.x. There's a task in Linear to upgrade React Navigation "further" (https://linear.app/comm/issue/ENG-336/try-upgrading-react-navigation-versions).

Event Timeline

(jk, looks like upgrading to just 5.9.8 doesn't affect any downstream dependencies with potential security issues... but I guess doesn't hurt to land this)
