Reset the keyserver state completely.

Test Plan

Added a migration that always fails by returning handleReduxMigrationFailure on web and verify that rehydrate action sets the correct keyserver store.

I think this is fine. And this also addresses the fact that we forgot to include wiping activeSessionRecovery here
