Configures backup to use JSON logs when COMM_SERVICES_USE_JSON_LOGS is true

Test Plan

Successfully deployed custom backup image to staging with COMM_SERVICES_USE_JSON_LOGS set to true.
Confirmed JSON logs through AWS console
