We render logged out state until user data restoration concludes. At this point, the QR code is still displayed for the whole time, but a dedicated UI is going to be added in the future screens
This has no effect when fullBackupSupport is false (dataReady is always true).

Login/logout UI still works the same. With fullBackupSupport, QR code view is open until useUserDataRestore() hook finishes execution (used Redux DevTools to confirm)
