rCOMM261f3d76f5f9: [native] Keep LoggedOutModal until restoration finishes

Summary

Address ENG-10820, part of ENG-10821.
We delay exiting LoggedOutModal (auth navigator) until user data restoration concludes. This way, the RestoreBackupScreen is still displayed during the data restoration.
This has no effect when fullBackupSupport is false (dataReady is always true).

Depends on D14916

Test Plan

Login/logout UI still works the same. With fullBackupSupport, RestoreBackupScreen is open until useUserDataRestore() hook finishes execution (used Redux DevTools to confirm)
