I had to add the handlePrimaryDeviceChanges callback because sometimes the useGetAndUpdateDeviceList hook is used outside the P2P context, and P2P hooks are unavailable there.

User A and B are friends

For messages already sent to the old primary:

1. Primary logout of user B
2. From user A device, sent a DM message to user B
3. Restore user B primary device
4. After restoring,
   • user A device resent the message
   • user B received the message

For unsent messages:
Similiar to the above, but also disabled the network for user A when sending message
