It was helpful to break apart grouping of permissions from the bitwise operations when I was originally implementing, but we can now update to

const permissionsMap = new Map<
  ThreadPermission,
  bigint,
>();

to avoid construction of those arrays.

Not sure if performance gains will be "noticeable," but it should also lead to simpler code.
