Summary

See the inline code comment as well as the ENG-1230.

Depends on D4210

Test Plan

I ran this Docker Compose config on a Linux host and made sure that /etc/passwd had the UID for the comm user matching the UID of the host user
I chmod the backups folder back to 755 so the user would have to be set correctly, and made sure backups were being generated
