Summary

Addresses issue described in ENG-9494.
Sometimes, instead of the whole connection, a single channel is broken (closed). Added a way to restore a channel without recreating
the whole connection.

Depends on D13609

Test Plan

Tested on staging when it happened again. Results described in a Linear comment.
