For all the users, if there's a public link, we should show a button for it.
For all the admins, we should always show manage button.
Three dots menu should be visible only when at least one button is visible.

Check if:

1. The three dot's button isn't visible for a normal user when there's no link.
2. Invite link button should be visible only when there's a link for both normal and admin users.
3. Manage links button should be always visible for admins.
